The GNP is up in arms over the decision by the state-controlled Korea National Tourism Organization (KNTO) to invest several billions of won into Hyundai Asan's cash-strapped Mt. Kumgang tourism project.
The opposition party and even some members of the ruling coalition party demanded that the government reverse the decision and accused the government of violating its policy of keeping politics and business separate in dealing with North Korea.
The GNP also said the government has set a bad precedent,[link widoczny dla zalogowanych], paying off losses of Hyundai Asan with taxpayers money.
The Grand National Party's Policy Coordination Committee Chair,[link widoczny dla zalogowanych], Kim Mahn-je said that the government move indicates that the Mt. Kumgang project, which had been initiated by the private sector has now become a government-bankrolled project.
Kim said that is was unjust for the government to spend taxpayers' money to rescue the Hyundai investment project,[link widoczny dla zalogowanych], as it has posted huge losses.
A GNP spokesperson called for the government to reconsider the decision to have the state-run KNTO bail out investments in the inter-Korea tour project.
A spokesperson for the United Liberal Democrats said the government decision is untimely given the state of the economy and is bound to breed public resentment.
He went on to say that such a move would be even more unpopular if it were made to realize the return visit to South Korea by North Korean leader Kim Jong-il,[link widoczny dla zalogowanych].
Following the decision to participate by the KNTO, the inter-Korea tour program will gain new life. But new sources of dispute may arise, as the government stake in the KNTO is more than 50 percent.
Hyundai Asan owes a total of $22 million to North Korea in unpaid fees and is unable to borrow money to cover the amount.
Observers believe that Hyundai and KNTO anticipate that the government would bankroll the project using the South-North Korea Economic Corporation Fund,[link widoczny dla zalogowanych].
Sources also said the government has been strongly urging one or two private businesses into the project,[link widoczny dla zalogowanych].
It was also reported that Hyundai Asan demanded that the KNTO pump in a total of W50 billion to W100 billion into the project,[link widoczny dla zalogowanych].
Commenting on the report,[link widoczny dla zalogowanych], a senior party member Lee Hae-chan,[link widoczny dla zalogowanych], said that the KNTO has been involved in selling off its own golf course in Jeju Island to raise funds for the tour.
Pivotal to the whole issue, is that the profitability of the Mt. Kumgang Project is in question. According to Hyundai's original project, it anticipated a total of 500,000 tourists since the project was launched in 1999. But only half of the projected amount have taken the trip, with demand spiraling this year.
Hyundai once again is making rosy forecasts. It says that beginning from next year, one million tourists a year will visit the North. But the Hyundai subsidiary failed to unveil any concrete evidence to support the projection.
Hyundai also has been accused of exaggerating the schedule for land tours. The firm's forecast for launching land route tours within six months remains far-fetched,[link widoczny dla zalogowanych], say observers, as North Korea has not kicked off its end of the much-heralded railway reconstruction work between Seoul and Shinuiju.
No Korean businesses have come forward to participate in the projects,[link widoczny dla zalogowanych], except one for one Hyundai subsidiary, Kumgang-Korea Chemical.
Most large Korean firms have made it clear that they will not participate in the project if there is no clear opportunity for profit.
One official at Hanwha Group, which operates the largest vacation resort hotel chain in South Korea, said his group has been approached by Hyundai Asan, but that his group will not take part until Hyundai makes it clear that the investment will generate a certain level of profits.
Reports had it that Hyundai's department stores would be joining in collecting tourists and operating and managing the hotels in the tour region, but the department stores have not announced that they have accepted the proposal.
